Paper: Classification and Ship Safety of Military Ships

Presenter's bio:
Rich Delpizzo has over 30 years' experience working in ship design, construction and operations, technical review, regulatory requirements application, Navy project management and defense acquisition. He has worked for the American Bureau of Shipping at its New York, New Jersey and Washington, DC offices. Since 2004, he led the Washington DC Naval Engineering office as its Senior Managing Principal Engineer. In 2010, he was promoted to Manager of Government Operations, and in 2013 took on the additional responsibility of Manager, LNG Solutions. In 2016, he became their Director for International Government Services, serving navies, coast guards and other government agencies throughout the world.
In addition to chairing both the SNAME Ship's Machinery Committee and Panel M-45 on Fuel Cells, he also serves as ABS Representative to the US ISO Technical Advisory Group (TAG). He serves on both SNAME and ASNE Councils, and was honored as a SNAME Fellow in 2017. He has served as the ASNE Chair of Professional Development since 2015. In 2013, he became the ABS representative to NATO's International Naval Safety Association. After serving in the U.S. Navy Reserve for 28 years, he retired in 2012 at the rank of Captain. Rich is a graduate of the U.S. Merchant Marine Academy.
Abstract:
Today, it is standard operating procedure for Classification Societies to provide review and approval services for military ships used by government agencies around the world. This presentation will discuss the processes and events leading to this eventuality. After a short overview on the classification process, the following timeline of events will be explored:
1900-1980s: Using class society rules for naval auxiliaries
1990s-2000s: Acquisition reform and the commercialization of military standards
2000s: Leveraging the class process for naval combatants (not only class society rules but international requirements as well)
2010s & Beyond: Expanding the use of the class process to military design aspects
The presentation will focus on topics such as the evolving class program manager in the military construction world; the process of moving from a commercial to a military class process; and the need for military notations such as for air blast, fragmentary and ballistic protection, and how to incorporate military ship safety from a goal based perspective. Finally, the presentation will explore where military classification may lead tomorrow.
In addition, a short overview of the ASNE Certificate of Naval Engineering will be presented.
