CITATION:

Captain Leroy A. Brown has been personally and directly involved in ensuring reliable and cost-effective maintenance and repairs of United States Navy ships for many years. In the past year alone he was directly responsible for the execution of 138 repair and modernization availabilities of Atlantic Fleet Ships, Submarines, and Aircraft Carriers with a cumulative contract value of over $712 Million. Moreover his extensive experience, insight and hands-on expertise together with his proactive leadership and farsighted thinking made him a key player in reshaping the organizational structure and processes used by the U.S. Navy’s ship maintenance community. His energetic support and personal involvement in much of the analysis, concept formulation and procedural development were vital to effective implementation of the regional maintenance center concept. Additionally, his strong advocacy and careful stewardship have served to demonstrate the effectiveness and value of the concept and his ideas were instrumental in standardizing it throughout the Navy.

In addition to his extensive role in leadership and management of the regional maintenance center structure and operations, Captain Brown has continued to be a driving force behind the day-to-day execution of maintenance and modernization for Atlantic Fleet Ships. As Waterfront Operations Manager for the Mid-Atlantic Regional Maintenance Center, he provides highly focused leadership to 34 maintenance teams consisting of 302 civilian and military personnel responsible for planning, contract administration and execution of all private sector maintenance in the Middle Atlantic area of responsibility, which stretches all the way to the Mediterranean Sea and the Persian Gulf.

Captain Brown’s immense contributions to fleet material readiness over the past decade have built on and further enhanced a superb record of service in the area of ship maintenance and modernization that spans more than forty years. He is the consummate fleet maintenance engineer and is indeed most highly deserving of recognition by the American Society of Naval Engineers as the very first recipient of the Frank C. Jones Award.
