Multi-Agency Craft Conference (MACC) 2026

The Multi-Agency Craft Conference (MACC) is an open forum for the exchange of operational and technical information on small boats and craft between government agencies and the maritime community. Information on new technologies and product innovations—as well as updates on Army and Navy service craft, Coast Guard and Navy patrol boats, Marine Corps expeditionary craft, Naval Special Warfare craft, and homeland security and public safety vessels operated by federal, state, and local agencies—is highlighted through chaired technical presentations, agency and industry displays, and in-water demonstrations.

Since its founding in 1998, MACC has served as a primary venue for sharing knowledge and lessons learned among the organizations that develop, acquire, or operate small boats and craft. Attendees include representatives from the Department of Defense, Department of Homeland Security, and state and local agencies such as law enforcement, fire, and rescue departments that operate on the nation’s waterways. Conference sessions have explored topics including requirements generation, boat and craft design, acquisition processes, maintenance and repair practices, logistics and training, and technology development and integration. This ongoing exchange promotes collaboration, efficient use of resources, and best-value capabilities for all end-user communities operating small boats and craft in support of national and maritime security.

Exhibitor Information

  • The exhibit hall is located in the Portsmouth Ballroom on the 2nd floor of the Renaissance Portsmouth-Norfolk Waterfront Hotel.
    • IMPORTANT HOTEL INFORMATION:
      • The freight elevator at the hotel can handle up to 4500lbs and will be 8'L x 4'W x 8'H.
      • The loading dock door is ~71” wide and there is a freight height limit of 7’6” for inside the hotel.
    • Each booth is a 10'x10' space and will come with a 6' white skirted table, 2 chairs, wastebasket, and ID sign.
    • The exhibit hall will have standard ballroom carpet.

Attendee & Exhibitor Access to Demo Area

All individuals participating in the live demos, whether as an attendee or exhibitor, must sign a waiver on-site and receive a wristband before accessing the dock area. Registered attendees can pick up their badge at the hotel.

Safety reminder: For safety reasons, suit coats, ties, open-toed shoes, sandals, and shoes with heels are prohibited on the docks, piers, or around the in-water demonstration area.

In-Water Demo Information

MACC 2026 in-water demonstrations will be hosted at the North Landing adjacent to the Renaissance Portsmouth-Norfolk Waterfront Hotel (425 Water St, Portsmouth, VA 23704). A barge in the cove area will serve as the dock for pick-up, drop-off, and mooring.

A dedicated on-site coordinator will manage demo choreography and will be working with local and state police and the Coast Guard before and during the demonstrations. Additional scheduling and set-up details will be communicated to registered demonstrators closer to the event.

Required Documentation

Prior to the event, all in-water demonstrators must email the following to Exhibits@NavalEngineers.org:

  • Proof of liability insurance — Certificate of Insurance (COI) with a minimum coverage of $2,000,000 per occurrence.
  • Proof of Workers' Compensation insurance — Certificate of Insurance (COI) required.
    Note: Workers' Compensation coverage amounts are based on injury and individual income and do not carry a specific minimum coverage requirement.
  • Copy of boat operator's USCG or State license
  • Confirmation of craft size (length and beam) so dock space can be organized accordingly

In-Water Demo Badges

  • Each exhibitor will receive 2 full complimentary registrations to attend technical sessions, speakers, and panels. Badge information for these attendees should be submitted to Exhibits@navalengineers.org no later than COB 26 June.
    • In-Water Demos: 2 Full complimentary badges & 4 complimentary boat operator badges.
    • All exhibit personnel/boat operator badges must be registered by the exhibitor through the event registration tab. Any additional personnel exceeding the number of complimentary registrations included with the demo or display are subject to the Exhibit Hall Visitor rates. Static Display Information

Static displays offer an opportunity to put your vessels, engines, systems, or equipment directly in front of MACC attendees without taking to the water. Whether you're showcasing a full-size craft or a branded display unit like a trailer rig or engine showcase, displays will be situated at Crawford Pkwy Park (2 Crawford Pkwy, Portsmouth, VA 23704), directly across from the North Landing in-water demo site in a waterfront setting throughout the event.

  • Static displays are classified by craft/display length: over 20 feet or under 20 feet.
  • Please confirm craft/space dimensions when submitting your application so space can be allocated appropriately.

Static Display Badges

  • Each exhibitor will receive 1 full complimentary registration to attend technical sessions, speakers, and panels. Badge information for this attendee should be submitted to Exhibits@navalengineers.org no later than COB 26 June.

M80 Stiletto at MACC

Featured Craft: M80 Stiletto

The M80 Stiletto, the U.S. Navy's experimental multi-hull carbon fiber vessel, will be making an appearance at MACC 2026. Built for high speed, shallow draft operations, and advanced sea-keeping in challenging conditions, the Stiletto is one of the most distinctive craft in naval experimental history. Look for her near the demonstration area at the North Landing.

Theme: America’s Front -Line Fleet: Built for the Hardest Mission. Holding the Line

The Multi-Agency Craft Conference (MACC) is an open forum for the exchange of operational and technical information on small boats and craft conducted between Government agencies, Universities, Corporations (large and small) and the entire maritime community. Technical presentations at MACC are invited based upon abstract submission. Full papers are welcome, but not required, for those selected to present based on abstract.

 

Abstract Submission Details

Abstract submissions should include the following:

  • Proposed Title
  • Author(s)’ name(s) and organization(s)/affiliation(s)
  • Primary Point of Contact, phone number, and e-mail address
  • Preferred Technical Track
  • One page, 250-350 word maximum written description in sufficient detail to permit evaluation. Include 3–5 keywords, mission tag and or data availability statement.
  • Abstracts should be submitted in MS Word or PDF format.
  • All papers must be cleared for public release, may not be of a marketing nature, and must not contain any classified or otherwise controlled information.
