Cliff is a native of Vienna, Virginia and graduated from Virginia Tech where he received his commission through the Naval ROTC and Corps of Cadets program in 1992. He also earned an MBA from the University of Georgia in 2005. After graduating Navy Supply Corps School in 1993, Cliff served in a variety of leadership positions afloat, overseas, and ashore. At sea, he served as Disbursing Officer, USS Saratoga (CV 60), from 1993 to 1994; Supply Officer, USS Norfolk (SSN 714) from 1995 to 1997; and Stock Control Officer/Principal Assistant for Logistics, USS George Washington (CVN 73) from 2000 to 2002. His overseas and other shore duty assignments include: Weapon Systems Officer and Flag Aide at Naval Inventory Control Point – Mechanicsburg and Philadelphia; Functional Integration Manager Department Head at Center for Service Support, Athens; Replenishment Officer at COMLOGFORNAVCENT (CTF-53), Bahrain; Executive Officer of Deputy Chief of Staff for Strategy, Plans and Assessment (DCS-SPA) in Baghdad, Iraq under Multi National Force-Iraq (MNF-I); CVN/Fixed Wing Readiness Officer at Commander, Naval Air Force, U.S. Atlantic Fleet; Director, Logistics Operations Center at NAVSUP Global Logistics Support (formerly NOLSC); Program Manager at Joint Staff, Global Force Management (J35 South); and Director of Logistics at Combined Task Force 51/5 in Bahrain. He served his final tour in the Navy at Marine Forces Command as the Aviation Logistics Division Supply Officer supporting all deployed and East Coast Marine Corps Aviation.
In March 2021, Cliff joined CTG, now a Division of Blue Raven Solutions, delivering scalable supply chain solutions throughout platform life cycles keeping fleets and systems operational, ready, and safe. Prior to working at CTG, Cliff transitioned from the Navy to Patricio Enterprises as the Senior Logistics Manager at PEO IEW&S in support of deployed Force Protection Programs in SW Asia the Middle East, and AFRICOM.
Cliff has been an ASNE member since 2021 and was part of the FMMS Planning Committee for 2022 and 2024. He also recently lead the served as a Co-Chair for the successful execution of the 2024 ASNE Tidewater Golf Tournament last September which netted over $13k for ASNE Tidewater scholarships and STEM grants.
Chuck completed nuclear training (submarines) after the graduating from the Naval Academy. He transferred to Engineering Duty Officer and completed five industrial tours – three Shipyards, Supervisor of Shipbuilding Newport News and Ship Repair Facility Guam. He completed two fleet assignments: SUBLANT Maintenance Officer and at PACFLEET. After retiring from the Navy, Chuck worked for Oceaneering, GDIT, and McKean Defense/Noblis in Submarines, Carriers, LCAC and surface work. Chuck has a BS in Marine Engineering and a Masters in Nuclear Engineering.
Chuck has been an ASNE member since September 1988 and held two section officer positions (Charleston’s secretary 1988 – 1991) and Tidewater treasurer since 2021. He is also a member of the national Ways and Means and Audit committees and he continues to participate in Tidewater area symposia planning.
