A digital revolution is changing the nature of warfare and the cyber domain is now a top priority for all Navy Major Defense Acquisition Programs (MDAP). As the continued advancement of cyber warfare changes the future of land, air, sea, and space over the next decade --- the engineering community will need to rethink how to properly incorporate cybersecurity requirements into all ranges of estimates rather than independently assessing requirements after the fact. Considering the challenges facing defense programs and cyber security requirements reforming the acquisition system through Better Buying Power (BBP 3.0), this paper will explore how to appropriately collect and analyze data and apply quantitative models, techniques, tools, and data sets to more accurately project the cost of cyber security for U.S. Navy programs.
