The American Society of Naval Engineers (ASNE) is excited to return to the West Coast and the San Diego Convention Center for the 2025 Fleet Maintenance & Modernization Symposium (FMMS).

The symposium will take place September 23–25. In addition to the professional Keynotes, Panels, Technical Paper presentations, and Innovation Theater discussions, FMMS will have maritime industry exhibitors in the San Diego Convention Center Exhibit Hall, with superb government ~ industry networking opportunities!

The Fleet Maintenance & Modernization Symposium also has partnership events — including the Industry/Navy Discussion Panel (INDP), the Port Engineers Symposium, and National Shipbuilding Research Program (NSRP) Panel Meetings.

ASNE's FMMS allows for an open forum of communications and exchange of technical information on ship maintenance and modernization between the Maritime Services, U.S. Coast Guard, U.S. Merchant Marine, U.S. Navy, U.S. Marine Corps, Military Sealift Command, industry, academia, deck plate users, think tanks, Labs, FFRDCs, and [hopefully] you.

This forum seeks to engage everyone who has a stake in building, repairing, sailing, innovating, updating, training, fighting, and winning on or from the sea on a U.S. or allied military vessel. We are stronger when people with different backgrounds, education, jobs, trades, and experience discuss issues and solutions facing the fleet.

What are some of the intersections of communications from the Maritime Services, industry, and academia of this forum?

  • Learn what new technology can do and how best to integrate into a ship's systems
  • Work with other disciplines and stakeholders to ensure that engineering considerations are built into all phases and lifecycle process
  • Share effective repair strategies based on collective data and deck plate experience to help eliminate the cost and time of rework
  • Understand what ship designs and systems can be modernized with durable and proven technology
  • Train others and share historical knowledge that can be collected for the next generation
  • Leverage partnerships between small and large businesses to facilitate technology transition to the fleet

The FMMS 2025 agenda includes senior military keynotes, industry speakers, informative panels, Innovation Theater speakers, technical paper presentations, and professional development courses, providing a unique opportunity to interact with senior military and civil service decision makers, ship and craft operators and maintainers, repair and maintenance personnel, designers, builders, planners, engineers, program managers, life cycle engineers, equipment suppliers and other technical experts.

  • Introduction to Combat System Engineering introduces participants to the overarching DoD system engineering processes and uses history and heritage to advance student understanding.
  • The course is structured to cover basic combat system engineering and fire control principles, from top-level requirements to allocated requirements to design requirements to combat system functions and associated design specifications, using historical examples from gunnery to air defense.
  • This context-delivered approach improves the critical thinking required to engineer a complex system to meet always-advancing threat requirements.
  • Participants have the opportunity to apply the skills they’ve learned in the classroom through independent exercises and group discussion.

  • The course is structured to cover intermediate combat system engineering and fire control principles, from top-level requirements to allocated requirements to design requirements to combat system functions and associated design specifications, using  relevant system engineering principles to discuss air defense topics and the current spaced based interceptor.  This context-delivered approach improves the critical thinking required to engineer a complex system to meet always-advancing threat requirements.
  • Participants have the opportunity to apply the skills they’ve learned in the classroom through independent exercises and group discussion.

Instructor: Rear Admiral Tom Druggan, U.S. Navy (Retired)

 

  • Rear Admiral Tom Druggan, U.S. Navy (Ret.) served in the U.S. Navy for over 33 years with significant experience serving onboard five U.S. Navy destroyers, supporting the CNO and VCNO at Navy headquarters, and leading large technical and acquisition organizations to deliver critical integrated air & missile defense systems for DoD.
  • Flag officer tours include Program Executive for Aegis BMD sea-based weapon systems in the Missile Defense Agency and as Commander of the Naval Surface Warfare Center, leading nearly 18,000 scientists and engineers.
  • He also served as major program manager for the Aegis Combat System in the Program Executive Office for Integrated Warfare Systems. At sea, he earlier served on five destroyers and as the commanding officer of USS O’Kane (DDG 77), conducting strike group operations and independent missions worldwide.
  • Rear Admiral Druggan currently serves as the Chief Executive Officer of Strategic Insight, Ltd.

Lead Retrieval

ASNE has now partnered with Expopass, our new provider for event lead retrieval. Each booth point of contact will receive an invitation from Expopass to set up lead retrieval, or exhibitors can follow this simple step-by-step guide to create an account for the event. The event code will be updated and provided to exhibitors. Please see the below guides for assistance with set up and use of the lead retrieval app. ASNE does not release attendee lists for any event.

ASNE's FMMS allows for an open forum of communications and exchange of technical information on ship maintenance and modernization between the Maritime Services, Fleet Forces Command, NAVSEA, U.S. Coast Guard, U.S. Navy, industry, academia, deck plate users, and you.

  • Effective maintenance availability planning and execution to meet on-time commitments
  • Planning and provisioning to support the integration of life cycle maintenance
  • Long term solutions for logistic planning and procurement tied into life cycle maintenance
  • Maintenance infrastructure support for future ship classes

Abstract Submission Details

Abstract submissions should include the following:

  • Proposed Title
  • Author(s)’ name(s) and organization(s)
  • Primary Point of Contact, mailing address, phone number, and e-mail address
  • One page, 250 word maximum abstracts should be submitted in MS Word or Adobe Acrobat format.
  • All papers must be cleared for public release, may not be of a marketing nature, and must not contain any classified or otherwise controlled information.

  • Abstracts Due: July 15, 2025
  • Paper Selection & Notification: July 31, 2025
  • Final Drafts Due: August 15, 2025
  • Copyright Release Forms Due: August 15, 2025
  • Paper Presentations & Author Biographies Due: August 20, 2025
